You want to activate your account using the Reset Password functionality on the Scouts.org.uk login page.
You follow the instructions after clicking the "Having Trouble? Reset your Password" link
You can't find an email in your inbox with the verification code needed to complete the next step of the process
You might also want to check:
You have the correct email address.

Do you have a shared email address with another member?
☞ You will need to ask Support Centre to make this change

Unfortunately, the email is also triggering the junk / spam email filters on a lot of services.
Please double check your junk mail, and press the "Not Junk" / "Seems Safe" / [equivalent] button to help train your inbox so that fewer emails from the system go to junk (as well as helping other members.)
